GPH-MILF wealth sharing deal to help Bangsamoro ‘stand tall on its own as progressive, peaceful region’

Coronel-Ferrer on Monday stressed that the wealth sharing arrangement
agreed with the Moro Islamic Liberation Front (MILF) will realize
meaningful autonomy for the Bangsamoro in the future.
“Behind the haggling for more shares is the intent (for the Bangsamoro) to be less and less dependent on the national government,” Coronel-Ferrer explained in a press briefing held in Malacañan. “It indicated that the intention is not to get the ‘lion’s share’ for its own sake but to be able to stand tall as a progressive and peaceful region, an equal partner of the Central government in an equally peaceful and progressive country.”
The peace panel chair recently arrived from a rigorous six-day formal exploratory talks with the MILF in Kuala Lumpur where they succeeded in completing the Annex on Revenue Generation and Wealth Sharing. She was joined by Presidential Adviser on the Peace Process Teresita Quintos Deles, panel member Senen Bacani and the GPH legal team during the briefing.
The Annex on Revenue Generation and Wealth Sharing is the second annex to be signed, following the Annex on Transitional Arrangements and Modalities signed in February. Two remaining annexes are left for completion namely on power sharing and normalization. Along with the Framework Agreement on the Bangsamoro (FAB) signed in October 2012, the four annexes will constitute the comprehensive agreement that the parties aim to ink this year.
The peace panel chair also stressed that the proposed wealth sharing arrangement does not entail a “one-way partnership.” She said it does not mean that “government is giving everything to the Bangsamoro but also the Bangsamoro sharing and contributing to the development of the whole country.”
“This indeed is the true meaning of partnership– partnership that is not based on dependency and patronage, but on the strength and capacities introduced by both for the benefit of the whole,” she added.
Coronel-Ferrer clarified misconceptions that the signing of the wealth-sharing annex was done in haste in time for the upcoming State of the Nation Address (SONA) of President Benigno Aquino III this July.
“There’s no short term interest that had to be satisfied by this except for the desire that the peace will be kept especially on the ground,” she explained. “The SONA was not the driving force in signing the annex. That’s something that’s very certain.”
Coronel-Ferrer also said that the GPH panel signed it with the consent of the President.
“On sharing I think his (President Aquino) thinking is very basic. One, we will give them (Bangsamoro people) their due share. We are one with them in this goal to have a good autonomous government running in place but at the same time be part of the Philippine territory. It is also very important that they also contribute to the rest of the country.”
“We can guarantee you and the rest of the country as well as the Bangsamoro people that this is a very good deal,” she stated. “This is something that is viable, it is fair and it is something that shares the aspiration of the Bangsamoro.”
Deles pointed out that “we shouldn’t be surprised when some people express some dissatisfaction. There is no negotiation where one side gets 100%.”
“So the call is to look at the big picture and I think in the end the political leadership of the MILF looked at it. They’re not happy with everything as that is the way it is but in the end they decided in light of the overall goal of everyone,” she said.
Coronel-Ferrer expressed the same sentiment. “As you know, in a negotiation you give some, you take some. The end result is a win-win solution. They don’t lose; we don’t win 100%. In a negotiation the goal is to come to terms.”
Deles also remarked that the very difficult round of talks was done in the first week of Ramadhan.
“For us, that was a sign of people sacrificing, people moving, people agreeing to move from positions. This was indeed a special gift of Ramadhan for the Filipino people.”
Deles called on the public to remain supportive of the peace talks. “Expect already there will be rough patches but remember today – after a very rough patch, we’re back, we’ve signed an agreement and we remain ever hopeful this government is committed to see this process through.”
For her part, Coronel-Ferrer thanked the individuals and groups who have accompanied them in the negotiations. “We hope you stay the course with us. This is something that is not only for the Bangsamoro but for the whole country and that is the shared goal that we have with them and the rest of the Filipino people.” #
